First off, don't waste time trying to tank. Get rid of the first two skills. Pump Swordsmanship up.
Secondly, Sever is useless without Gash. You've got ER for the DW so Gash is redundant, and you've got Sever for SS.
Thirdly, the problem is that you're trying to build around a concept that is simply inferior. Stop focusing on the pet and focus on the Warrior part more. Perhaps something like this:
Sever Artery
Gash
Sun and Moon Slash
DSlash
<Pet Attack>/Scavenger's Strike/FGJ
<Pet Attack>
Never Rampage Alone
Comfort Animal
Another option could be dropping Sever and Gash for an adrenaline skill (SY, perhaps) and FGJ.

Yeah Battle Rage is a great elite as a substitute for energy skills, make sure to load up on adrenaline based attacks as it ends where using non-adrenal skills.
You could always change your attributes a bit and add Warrior's Endurance for energy management. You gain 3 energy every time you hit with an attack.

When I go W/Ra with pet it's usually with WE.
NRA + WE (Buffs)
great dwarf weapon(awesome pet buff)
Power/Protectors/Counterattack/Dismember/barbarous slice/gash/headbutt/whirlwind/sun and moon(warrior attacks)
predator's pounce/Scavenger's strike/brutal strike(pet attacks)
run as one/call of protection/asuran scan/Otyugh's(optional buffs)
companionship/lions comfort/antidote sig(optional heal)
Comfort animal (necessary)
If going Battle rage, then
NRA + Battlerage (buffs)
enraging charge (buff + faster run - useful to start BR)
whirlwind/sun and moon/cyclone (more attacks to drive up effectiveness of BR)
barbarous/gash/scavenger strike
Headbutt/lowblow/steelfang slash
Standing slash/final trust/galrath (optional high damage attacks)
Now the problem with BR is a pet attack will cancel it.
So you can
1 - buff the pet to do useful damage prior to starting BR
2 - waste 2 skills for a non strippable IAS and have a pet which can black you out.
Feral aggression will help - but you're wasting the pet ias as you're already using never rampage alone - and there's no way you're going to sustain both.
You MIGHT be able to maintain great dwarf weapon on your pet, using scavenger's strike for energy, but it's still clumsy, as you'll have to restart BR after each application.
Ebon battle standard of honor is another possibility. As both you and the pet will be attacking faster, you can really take advantage of this.
CON - does not move, 20sec recharge, energy management.
An interesting idea with the W/Ra using battle rage is using symbolic strike, since your signets can actually be pretty useful. Antidote signet, signet of strength, poison tip signet with symbolic strike.
